What is the difference between recipients and specific recipients in our art. 30 records?

The recipient is whoever receives personal data. 

If the recipient is inside the EU/EEA, you need to specify the general type, like Data Processor, Banks, Authorities.

You need to specify the recipient if the controller is outside the EU/EEA.
